If your computer has frozen, usually annoyingly in the middle of surfing something, try pressing CTRL/ALT/DEL buttons. If that does not work and the power on/off button does not respond, remove the mains input lead first then remove the battery. Wait 1 min then put back the battery and mains lead. The computer will boot up again and you can continue.
This method works each time.

Press start menu, and shut down computer.
If that doesn't work, keep pressing the power on/off button for 5 to 10 secs. That will re-boot your lap top.

By reboot you would normally mean 'restart' the computer.
However, in my line of work we often have customers incorrectly referring to reinstalling the operating system as 'rebooting'.
If you mean how do you reinstall the OS you should have recovery cd's/dvd or a built in partition-based recovery system.
