To make a website...
Use 1 cup of whole milk, 6 ounces of wheat flour, 2 egg whites, 1 teaspoon of vanilla and some nutmeg. Combine all of the ingredients and bake at 325 for 22 minutes. Glaze with an orange sauce and serve hot.

There are several options out there.
Many of these sites will allow you space on there site and allow you to use there software. It is sraight forward and easy to use.
However the fancier you get the more indepth this proccess becomes, depending on weather you want your own web site, or you want to add fancy flash animation and the like that requires the user to have several different softwares plus the cost of your domain name and your site to be hosted by a service such as Yahoo, or the 1000's of others out there.
If you are just starting out I suggest you do a search on how to develop a Web Page and or a Web Site. You will find 100's of options available.

Are you saying you want to make a social networking site like myspace, or just a page like toms myspace page.
If its the second one, read everyone else's answers, if its the first one please think carefully about what you just asked. 'Tom' made millions by selling myspace to rupert murdoch, if anyone on here knew how to make a website like that and make it popular, they would be doing it themselves as opposed to telling you how to do it.
Basically you need training.

well easy ways are using helper sites that kind of make sites for you.
one is www.freewebs.com this gives you step by step instructions on doing this. Its kind of basic, but so is myspace.
As for calling it www.myroom.com you have to buy, or rent this name. (costs like 14euro a yr) To see if this domain is available go to www.000domains.com
This will show you all the types available .co.uk, .org, .net ect.....
