Your IP is never truly hidden. There are some hide ip programs that can fool some websites. But other websites see right through it and know who you are.

You won't have to when you use a European Internet Service Provider, this function will be automatic through them.
Your computer has it's own individual IP and there are ways to mask it but it will take a little work on your part. I suggest you use your favorie search engine and type in the question. Then you will have several different answers. It is kind of hard to answer some questions that entail a technical answer, Space available and time to answer

You will have to find an anonymous proxy server in erope. Has to be anonymous or your IP address will pass through. However if you live in the US this is going to suck for gaming as it will be so slow as all your data will have to be routed throgh the proxy server and then to your computer this could slow things down a bit which is not a good thing for gaming. I'm assuming this is in order to access web content that is not available to folks where you are?
If you're not in Europe I would imagine your only option if you wanted your visible IP to be one allocated to a European ISP would be to use some sort of proxy server...
Try Googling for "internet proxy" and see if you find anything useful...

You can change your IP Address anything you want. But make sure that after changing it, you can still connect with your Local Area Network (LAN) or your DSL Modem.

You can't, really. Your IP address is tied to the network you are on. This is almost always assigned to you by your internet provider. And the addresses of their systems are assigned to them, also. Lastly, IP addresses are not assigned geographically. There's not a particular range of addresses assigned geographically, per se.

You might try using "TOR: THE ONION ROUTER" tor.eff.org however the tor exit nodes are somewhat random (I've had one in greece, one in the US, and so on). You might be able to manually configure your exit node so it's in europe, or else just keep flushing your exit node (which you can do) until it pops up in europe.
You might use "whatismyip" and some tor analysis program to ascertain your exit node location.
Tor is relatively easy to run under windows using torpark:

search on google.. you will know its from europe coz it has something on its description..
