Only two or three mph, air resistance is the biggest cause of loss of speed on the flat.
Acceleration and top speed up hills would be somewhat affected though.

All depends on how big you are to start with.....if you're 20 stone the scooter might just expire.

None, you're sitting in front of it, and if you are carrying a passenger, it depends on how much you care about them, or how hard they smack you upside the head.

if you are carrying a pillion on a scooter, that could be why it is "drinking your petrol" ditch the fatty on the back

Better to ask how much braking distance increases.
On a scoot, it's considerable.
