i'm quite sure that there are no cheats, that's why no one else is answering you. i've been playing it for six days now and haven't had a hard time with money -- you are probably just spending it all at once.

if you need tips on the game, just ask, i'll see if i can remedy whatever problems you're having

the key is starting small, and growing slowly. and balance of the R-C-I scale of course. most of the landmarks drive up commercial growth, and increase land value - i try to save those for placement later in the game

unfortunatly there are no money cheats only landmark cheats, but what you have to do is start your city off small balance your budget and then get one of the big landmarks like the white house or something and lots of people will come to your city, then you raise taxes and get lots an lots of moolah
