They probably were vultures. We have them here in Massachusetts, and come to find out, there is a variety in most all of the US as well as other countries you might not consider.

Considering there are vultures in GA, I would go with vultures. Chances are it was one of the two below.
Black Vulture, Coragyps atratus
Turkey Vulture, Cathartes aura
