Which laws are you talking about? So far, we have found no connection between gravitational and electromagnetic forces. That's the goal of unified field theories, string theory, and so on.

One is fundamental, the other is not.

Gravity is one of the four fundamental forces.

Magnetism is a manifestation of the electrostatic force, and not really a force in its own right.

Gravity: arises when mass is present.
Magnetism: arises when charges move.
