Outsourcing usually refers to computer and telemarketing jobs being done by foreign employees instead of U.S. employees. There have even been instances like McDonald's drive thru windows speakers and order boxes being manned by individuals that are not even in that building or for that matter in the same country. Many of the infomercials on TV have tele #'s to call and most of these calls are handled by outsourcing to India. Labor costs and a strong grounding in the English language make this cost effective.
here is what WIKI has to say on the subject

The business process outsourcing industry in India refers to the Services Outsourcing Industry in India, catering mainly to Western operations of MNCs (Multinational Corporations).

The sector witnessed considerable activity during 2004–05, including a ramping up of operations by major Indian and MNC players and stepped up hiring. The domestic BPO market, catalyzed by demand from the telecommunications and BFSI segments, matched the growth of BPO exports. The market experienced maturity and consolidation, a result of numerous mergers and acquisitions taking place within the sector. There were over 400 companies operating within the Indian BPO space, including captive units (of both MNCs and Indian companies) and third-party services providers. The key enabler for this has been cheaper bandwidth leading to low telecom costs for leased lines and availability of educated English speaking workforce in India.

And all this double talk means that new advances in telecomunications now allow access to the lower wages demanded by Indian labor.

I am not sure in what context your using this satement however it seems to me that you are refering to it being used in a business sense. in many cases when someone in a business enviroment says hey are outsourcing to india or another country. it means that instead of having that job being filled by someone from their own country they will have it sent to someone in another country this usually cuts costs because it allows them to pay less.
