I am assuming you are talking about the two virgins having sex with each other. That should be safe, but if either or both have sex with someone else, & not each other, there could be risk there. I am, of course, assuming you are only referring to the risk of any sort of STD's, and not pregnancy if it is a guy & a girl.

STDs are now called STIs, and you cant have an STI without S ex. So if someone claims to have had no sex in past, they should not have STI, simple. We all know AIDs or HIV infection can be transmitted by other routes. Chances of disease transmission in above case is minimal, but then they say, "never say never".
