It depends upon who is packaging them and putting on the price tag.

Tyre valve caps or covers are located on the end of the tire /rim valves to keep dirt and dust out of the actual valve stem seat mechanism that holds the air pressure in your tires.
Actually there are two valve types of stem covers you may be speaking of:
#1. Inside the valve cover on some motors there is a replaceable intake and exhaust valve stem cap that sits at the very end of the valves themselves. This system is used on every Craftsman truck, Bush and Nextel Cup motor. The reason for this is to change clearance between the rocker arm (non adjustable) and valve stem cap.
In Toyota engines the camshaft rides directly on valve stem caps and any mechanical clearances are changed by changing these caps as there's no rocker arms in these 2004 motors or newer.
#3. Again inside the valve cover some (very few) motors have intake and exhaust valve stem covers or seals to keep excess oil from running down the valve guides especially under deceleration.

Luke S is correct. the stem cover is often a metal sleeve to cover black rubber valve stem and make it less noticeable on chrome rims. A valve cap screws on the last 1/4 inch of threads and keeps dirt out of the "Schroeder" Valve.

a cover does its name covers the stem with like crome plastic or other colors and a cap cover the end like a usual black dust cap so nothing gets in there and messes up your air valve,

The are one in the same. The only difference is who manufactures them as to what they are called. What's the difference between soda pop and soft drink???
