Please include your car's brand model year and motor.

I would guess that the button would permit the motor to short shift or get into the preceding gears as soon as possible to keep the engine rpm's as low as possible to possibly use less fuel.

Try the following test on a level stretch of highway:

You could test this concept yourself by writing down engine rpms while the motor up-shifts with button on then test with button off. If your motor rpm's differ between up-shifts you've found the answer

Just a wild guess on my part.

You will only find it on an automatic car. It ONLY holds the gears for a longer period when in power mode. It is just a marketing ploy to make you think you get better mileage.
