There used to be development - over a hundred years ago, before the bridges were built. Back then the need for ferries was so great that people were willing to rebuild after getting flooded out every few years. Memphis was built high up on a bluff, whereas the Arkansas side is only a few feet above the river on a good day. Now with bridges spanning the river, people on the Arkansas side are more comfortable behind the many levees that have been built to hold back the flood waters..

Downtown Memphis sits high on a bluff. On the other side of the river, the land slopes up more gradually from the river. This land (on the Arkansas side) is prone to flooding when the river rises.
