I shave all of it. The hair on the scrotum has the most potential for itchiness, but it is the stubble that is itchy, so keep on top of a regular routine, use a lot of shave gel, keep the skin taught, and you should be fine.
While useless for most of the body, I like my Philips Men's Bodygroom for my scrotum and my shaft - it isn't as close as a razor but it's much safer. The mound you should definitely use a razor on and actually everything else really. The scrotum definitely needs to be shaved carefully.
Also, if you DO keep on top of it, bare skin feels MUCH nicer than hair down there.

There isn't really way to shave hair with out the itch a couple of days later. It just depends on how the hair follical is positioned. And you don't have control over that. Instead of shaveing, which makes the hair pointy on top increasing itchyness, try waxing. Yeah it will hurt. But the results will last longer, less itch, and it looks better, because no lumps from razor burn. Shaving or waxing the scrotum, under the prostate gland or the anus wont make it itchy, because it's not as sensitive as the rest of the private area.

~There is no safe part of your manhood to shave, it's all risky.
I prefer a man doesn't shave anyhow. You will itch no matter what, then you'll be scratching yourself all the time.
You'll more than likely get razor burn.. ouch! Please rethink this. I don't think powder will help any, I would use hydrocortizone for razor burn.

It's all safe and the itchiness I guess you'll get used to. You know, I'm a girl so maybe it's different but for me it itches more when it's longer, so if you shave once a week or so you should be fine.

Don't shave any of it. The hair helps your skin stay dry, and keeps you from getting fungus there, which stinks and itches.
It's only hair, so it will eventually grow back, so if you are lucky and don't get a hard-to-treat fungus, it won't really hurt to try it once, if you must. But it's very uncomfortable and looks dorky -- why would you even consider it?

you can shave it all but i recommend using a hair clipper set with the guide attachments. if you want to be totally bare use the clippers to remove as much as you can then shave with razor, otherwise trim the hair to 1/8 inch, is short enough but doesn't itch

Personally i would never shave my pubic hair.Ive only trimmed once down there,and it was really itchy.Plus natural hair is more comfortable.If you shave down there,your going to have to be doing it on a regular basis.But you decide buddy.Cheers!

you CAN shave off all you want, but it's your personal preference how much. just remember that if you shave it, it's gonna get itchy and you'll have to shave it often to keep the itch away, you may get red bumps...and that would suck, but just don't cut yourself!
