Actually yes and no. I watched a show about that today called "True Bond" on Encore. During WWII, Ian Fleming worked in Naval Intelligence for the British. He was friends with Popov and they worked together especially on providing a cover for the D-Day Invasion. Popov stated that Ian Fleming had said in an interview that he was the inspiration for the character. But Popov says that he is not James Bond. Many of the characteristics of James Bond was similar to the life of Popov like his womanizing and his tricks. Popov said that many of the things that happened in the original Bond story was things that really happened to him. He went on to say that the Bond character became more fictional as the stories continued. Popov also said that many of the villians in Bond were based partly on real villians of the Nazi party. His contact with the Nazi party had a monkey as a pet and then a Bond villian had a cat. So in part James Bond is based on Popov and actual events that occurred in Ian Fleming's life.
