First off, change your phone numbers. Keep them unlisted. When he contacts his friends to give them his new number, tell the friends that the number is not to be given out to anyone. He will contact everybody he wants to have his new number. Explain that this is due to the ex and he does not want her calling all the time.
As far as the driving by the house, that can be considered harassment and might be enough to get a restraining order. A restraining order requires that you both go down and fill out the form at the courthouse (one for each of adult and any minor children living at your address). The place to do this is Clerk Of The District Court's office, they will usually have a separate office to file protection orders. Ask them for the proper forms to use in this case and they will guide you through th process. Then the judge will decide if the protection order is justified or not. That is all you can do.

He definitely should report it to the police. Chances are, unless they spot her or he can specifically prove that she is doing something and has made threats, he can't do anything.
Even if she has not made a threat, however, it is important that the pattern is reported, because if she does make a threat, they will be more likely to take it seriously.
On a side note, I have seen this in several relationships where the guy is telling his ex that he wants to get back together and trying for two women at once. Not saying it is happening to you, but keep your eyes open on this one.

No. You can build one heck of a case for stalking; depending on how often she passes by his house and if she can produce a legitimate cause for her actions. I recommend changing his telephone number to a non-published number. She can't call him if she doesn't have the number. Put a video camera in the window and time stamp it. Record her driving by. When you have enough evidence, call the police or go to the station.

He can if he feels like she is capable of causing harm. If she is an annoyance, and your boyfriend has told her numerous times to leave him alone, then you might be able to qualify for a restraining order. More then likely, however, he has to feel threatened by her. (In MA they're called "Abuse Prevention Orders")

of she is a threat then he can get a restraining order. they are really designed to protect a person from someone who has caused bodily harm or has threatened to do bodily harm and is capable of it

he can try to do that but it may only piss her off and then she could just bother you more. Restraing orders can be kind of pointless. unfortunately!
If i were him, I'd call her mom and dad and let them know the problem HAS TO STOP! or he will call the police.
