No, you are only responsible for the labor they have completed.

Sorry I do not know where your other question is.
If you have someone else finish the job, you will need to have it taken to another repair shop. Before you can do that, you will have to settle your bill with whomever has it now. That is when you will find the correct answer to this question. I do not know why your vehicle is in repair limbo. After all, they won't get paid 'til it is finished, so why would they dawdle unneccesarily?

You will only owe for time spent and any parts installed to the point you said no to the repair.

No - only for the parts and amount of time invested. However, if you have someone else complete it, there will probably not be a warranty from either place.

Tell them you need the car and maybe they will hurry up. I wouldn't take it to anyone else to finish. Big problems
