CCcommon is an older symantec antivirus product. You don't want to remove it except by uninstalling Norton AV products.

There is always a small chance thta an intruder put a fake cccommon file on your computer causing you to think that it is safe.

All Symantec AntiVirus exe and dll files are digitally signed

Your installation of Norton/Symantec is corrupt, this file is part of Norton/Symantec.

Reinstall your Norton/Symantec product and then do an uninstall using ADD AND REMOVE PROGRAMS. This should stop the pop up messages.

If it is indeed part of Norton, you may want to contact them for help before you do anything else.

Have you tried running antispyware and antivirus programs in Safe Mode? This is the best way I know of to catch self-executing annoyances and viruses. You might want to try it before downloading yet another program.
