Sorry, but you need to grow at least 2" first. The minimum height is 5' 8" and some agencies won't take anyone under 5' 9". It shouldn't cost you anything to sign up with a modeling agency if they're legitimate so don't fall for the John Robert Powers stuff, they just want your money.
Some people continue to grow even through college, so don't fret... you might still make it!

As with any business, you have to spend some money to make some money. But, it isn't any more expensive than any other business. Your mom probably knows how hard this business is to break into, and doesn't want to see you get hurt.
Are there any cheap what? If your mom is referring to agencies, well, they should not be charging an upfront fee. If they are, it is a scam. They should only get a commission from what you earn. And that is ALWAYS the case for a legitimate agent.
I don't know how old you are, but if you are in high school, just sign-up for drama classes as an elective. It doesn't cost a thing. Once you are old enough to work -- get a job, save a couple of hundred dollars and get some professional photos. that way your mom isn't having to fork over the cash and you will feel like you have started to accomplish things you want on your own.

I'm not sure what your asking, but due to your height (no offense, unless you're still growing), you would probably be more of a catalogue model, as opposed to a catwalk model.
With that being said, modeling itself doesn't cost money.
Don't waste money on classes either (stay away from places like John Robert Powers). The best training is experience.
Also, getting a back up job, can help lower these costs (of course).
Good Luck, I hope you can convince your Mom this isn't too exspensive and you follow your dreams!
However, building your portfolio with headshots and composites, will cost money.
An average session in NYC costs $400. Depending on where you live, and what you are planning on for your photos, this rate will vary.
Then, you'll have to find an agent, which will cost you no money.
I don't know if you'd consider that cheap, but it's not too exspensive!

How much is too expensive... $3,000 probably falls under that catagory, so I won't even mention it. 5'6 is o.k. for modeling, (you would be concidered a petite model,) but you will be better off proabably in commercial modeling or print work (no real height requirements.) And when I say commercial modeling, that is more in referance to acting.

If you live in NYC it doesn't cost anything to become a model.
The height requirement in New York City is 5"9" tall and 165 pounds.

Well you have to be atleast 5'7"....just one more inch!
but unfortunately there arent any cheap classes.
there can be payment plans but thats up to you to set up.
