On ebay im considering ordering a laptop but it says Operating System: Not Included so does that mean that the laptop dosent work?

It means that it doesn't come with Windows or Mac OS X. So it will not work unless you buy and install Windows, Mac OS X, etc. A free version of a Linux operating system is an alternative choice, but it may not be as easy to use as the other two operating systems.
Not including an operating system with a computer is a cheap way to sell a computer, because the seller doesn't have to pay hundreds of dollars for Windows. I even wonder if the seller has the technical expertise to install an operating system.
The final selling price of the computer on eBay should be discounted by the cost of buying an operating system.
Without an operating system, the computer is useless for you. You will not be able to get on the Internet, check email, play games, type out a document, or anything else.

An operating system (OS) is a set of computer programs that manage the hardware and software resources of a computer.
So basically, the operating system is the "Heart" of the computer. If you will buy a laptop without one, your laptop will not work. You'll not be able to do anything with it. No internet, no nothing..
You will have to buy it separately.

windows is an operating system. it doesn't come with windows, or any other operating system. linux, mac versions... in other word if you turn it on you will get a black screen and maybe a white letter or two.. you will have ot buy windows and install it yourself

it means it doesn't have Windows, only the laptop itself. you'll have to buy Windows separately.

no that means windows is not on it and u will have to install windows. u cant use it unless u install windows, so yes until u install windows it does not work.
