Simply put, the American government constantly applies self serving policy without regard to the history or culture of that region. It constantly applies an economic, ethics and political structure which are usually not welcomed, not applicable and not workable in particular areas.
Americans lack education and empathy for other nations. Normal Americans have little knowledge of culture or history of nations extant to its boundaries. Americans appear totally arrogant especially when they express their views without thought or understanding the nuance of the international situation that they claim interest.
Domestic politics also dominate and hold precedent over international politics in the USA. Outside the USA it is common agreement that the word that best describes the USA is "ethnocentric".
The implication is that Americans lack knowledge or appreciation of external cultures and nations. Americans believe that they have the best place to live. In reality this is far from the truth.
Aggravating the situation is the constant American projection that they have solutions when they don't. Americans think that everyone wants to live in the United States. Nothing could be further from the truth.
I could site hundreds of examples of policy faux pas long listed about events applying to all areas between the North Pole and the South Pole. Where would you like to begin?
Nicaragua? Somalia? Viet Nam? China? Cuba? Iraq? Iran? Panama? Colombia? Mexico? Canada (yes, even Canada)? France? Germany? Sudan? Afghanistan? Russia? Yugoslavia? Greece? Pakistan? Yemen? Israel? Lebanon? Grenada? You get the point I hope.
Presidents pick able Secretaries of State who have international credibility then either make them do stupid things or ruin their credibility and often ignore the advice of their Secretaries of State. Bush's treatment of Colin Powell's advice regarding Iraq was not all that unusual. Powell served only one term.
Americans apply military power inappropriately without regard to people on the ground. Americans claim to be first with justice. America is one of the few nations left that applies capital punishment.
America also doesn't live up to its international agreements. When the present President first got into power he promptly ripped up almost every international treaty and agreement. The North American Free Trade Agreement was the only one remaining and unchanged with the exception that the Congress and the White House started applying import duties on items in direct contravention to the implied spirit or descriptions put into the agreements.
Worst of this is that the American government under Geo. W. Bush had either torn up or abused those agreements such as Kyoto, NAFTA, ABM treaties which had been originally pitched by the Americans themselves. This is an egregiously wrong application of diplomatic power.
Bush selected a UN Ambassador who was on the record as believing that the UN was no longer relevant. Bush selected his pal Wolfowitz to the very important international post as head of the World Bank whose first act of reform was put second in his effort to blatantly make sure his girlfriend got a cushy income from a supposed consultantcy with the very same institution.
Americans claim that they believe in democracy when few Americans bother to turn out to vote in their elections. Americans claim to be the champions of justice at the very same time they incarcerate people without charge, practice judicial torture by proxy in the CIA's Rendition Program, and operate prisons like Guatanamo, Abu Graib, and prison camps in Afghanistan.
If you were in the world, you would hate you. Hate is a strong word. Its more like contempt.

Well... if you even call it a policy... It's in shambles and has definitely been better in other times.
The U.S. has a habit, currently, or doing whatever it wants, without the consent of other nations.
The Bush Administration claimed there were weapons of mass destruction in Iraq, though none were found. Perhaps this was an excuse to invade Iraq?
We overthrew the dictator of Iraq all on our own accord, and have no thrown the country into what might be considered a civil war.
Condoleeza Rice, the Secretary of State, has done close to nothing to improve foreign relations, nor has the stubborn, recalcitrant president. Our foreign policy right currently can be summed up in one sentence: My way or the highway...

Our policy is that of being a big bully, trying to tell everyone else how to live their lives, and trying to control the world and protect "our national interests" without any regard for anyone else's interests. Invade and bomb any country that disagree with us Arrogant behavior. Racism. Superiority complex. Elect the most incapable, incompetent ****** to represent the people of this country. Thumb our noses to world's cultures. Disrespect any other way of thinking than ours, mock and attack cultural differences. Act like imbeciles when we are visiting other countries. We put fake leaders in charge of countries,kill off the leaders who are liked by the people,give loans to "war torn " countries,that we know they cant pay,when they don't pay we take their resources, most profits only benefiting those select in power. That is why there is war wherever there is oil.
