1. Related to
Related to "perception" means dealing with, connected with, concerning or involving "perception."

2. Perception

I think it is more likely that "related to perception" means dealing with the physical process of seeing or "perceiving" something visually.

A. "Perception" in psychological terms involves the image or concept "perceived" in people's minds or brains when they physically see or observe something, remember or think of something. Depending on context, the meaning of "perception" can range from physical senses and neural responses, such as perception of color affected if eyesight is impaired, to emotionally and mentally conditioned associations and responses.

B. "Perception" in terms of mass media or public image means how someone or something is viewed, perceived, or looked on either by a person, by a group or class of people, or by the general public. This can include the reputation, stereotypes, or impressions associated with a person, group, institution, etc.

So

A.
If you mean "related to human perception" it means "dealing with" the process in the mind of perceiving something, which can mean physical/concrete or mentally/abstract, but more likely means physical visual perception. Example: The next chapter in my psychology book presents research topics related to perception.

B.
If you mean "related to public perception" it means involving public image or reputation. Example: The success of political candidates in elections is related to public perception of their chances of winning.

Again, I think it is more likely to be the first case, that the phrase means concerning the visual process of perceiving things.
