he doesn't want to give me a lease. I living in that aparment for about 4 years. What can I do to get a lease?

thats illegal. if he is increasing rent he must hav you sign something. If you had a lease already he can have you sign a lease renewal form that has your new rent and lease dates, but all rules would applie with your old lease. if your lease has expired and he is not having you sign something then you have the right to leave. simply put in a 30 day notice. and also you do not need to pay new rent amount

Unless you have rent controls he can charge whatever rates he wants and without a lease he can raise them when he wants. He may like having rents as month to month to give himself more flexibility or maybe he is trying to sell and doesn't want the contracts.

Look up rental laws for your state online. Print out the information you need and then send it with a letter outlining your situation to the landlord and cc (send another copy) to the management company. Do it by registered mail with return receipt.
