Has Fox News always been conservative?

The change was slow and deliberate after 911 but was drastically apparent during the Katrina debacle and since then. I still watch occassionally II find CNN to be the most "Fair and Balanced" but MSNBC is by far the best for good political discussion.

I think it really flourished after the Sept. 11 attack on America.
