The first time I heard it refered to as expressing an interest in sexual activity was on that 20th Century tv show, "Happy Days". It was used by Mrs. Cunningham while talking about Mr. Cunningham. It seems to have fallen into common use nowadays, as I can't hear the word w/o assuming the user means horny.

If you are referring to frisky regarding human behavior, it is a casual sexual term used to describe someone who is interested in having sex.
