The costs involved in getting an agent are getting photos, printing your resumes, having them cut to 8x10, stapling them to the back of your headshot, printing a cover letter, manila envelopes, and postage. Other than that, you do not pay anything to get an agent. The agent gets a percentage oof your pay AFTER you get a job.
If you want to find a legitimate agent to represent you for commercials, TV & film go to Sag.org. Use the dropdown menu on the right labeled 'resources' and choose 'agent information'. On the next screen, on the left choose 'Find a SAG franchised agent' and follow the directions. You can look up agents all over the US, but there are higher concentrations where the work is (Los Angeles, NY, IL, FL, GA etc.)
Then you can send them your headshot, resume, and a cover letter stating that you are seeking representation and wait to see if they call you in for an interview.
Good luck

If you were anywhere near ready to act professionally you'd know quite a bit more about how things work. Let me guess, you don't live in LA and you've never taken a professional acting class...am I right? Do a search of this question and see how many other kids want the same thing. How many of them are on the Disney channel? None.

Well, i know that at some times Disney hosts contests (And i know this because when i go to th emall they always have contests for being on Suit life on Deck or Hannah Montana) And you can enter one of those (which would be the easier way) and you can possibly get noticed. Um for the harder ways, You can get some acting lessons in a place near where you live. And you can start of at a lower class, then as your skill grows you can reach a higher acting class where you can get noticed. Possibly the hardest part, you can go to highschool and be really into Thr Arts and things like that, you know, drama and stuff. Then as you go to college you can go to one that is mostly for The Arts which includes music acting visual arts dance...etc.. and thats where alot of my friends got noticed. I remembered when i wanted to be an actress, i did all the research you can possibly think of. You can also practise at home by making up a script or getting one of the internet and just make lines then remerize them and pretend to ask. You know, like studying? :) Also, probably the easiest way is to see if any family members can get you hooked up into the business. - Jess

Agents don't cost you anything, anyone that tries to charge you a fee for anything is a scam artist.
