I took a look at your previous question for more info. Do you have a heater in the tank? It sounds from the popeye (usually a bacterial infection) and listlessness, that you're dealing with an ongoing problem, which would seem to be either water temperature or water quality.
If he doen't have a filter, you should try changing his water more frequently. If he does have a filter, 25% each week should be enough. He should also be getting about 2-3 pellets about twice a day, or 1 bloodworm or a little daphnia to replace one of his meals (I also do a piece of a pea once a week). If you give him more than this, the ammonia, nitrite, or nitrate may be causing poor water quality, or he may just not be interested in more food.
Bettas are tropical, so they should have a heater in their tank - they prefer temperatures 76-86o, I keep mine 76-80o except for breeding. They can survive outside this range, but tend to be less active, have less of an appetite, and have a lower immune respone to diseases/parasites.
I also didn't see any mention of his age. Bettas can live for 5+ years, but 2.5 to 3 is more typical.

I'm assuming the cloudy eye/gill inflammation was treated the last time you took him to the store and what you're worried about now is the swim bladder disease.
Feed him a quarter of a cooked, shelled frozen pea and fast him for about two or three days. If it's swim bladder disease, it may clear up by then, but bear in mind that some fish never recover from swim bladder disorder. If this is the case, though, don't euthanize your fish! SBD does not cause pain to your fish; it just makes swimming a little more difficult. Try to accommodate your betta's special needs: if he's having trouble swimming around, get him a wider and shallower tank instead of a regular tall and deep one (hard to find aquariums like this, but there are plenty of big plastic bins or wash basins that will do the trick). Reduce water current if you can. I know of many bettas who lead happy lives even though they have SBD.

First off you need to find a store in your area that sells Jungle products in their pet dept. Wal-Marts do if you have one close to you.
They will have everything you need for your Betta.
Next, make sure you buy a bottle of Start Right, especially if you have chlorinated water. Put a few drops of it in the water every time you change it. Also add just a tiny pinch of aquarium salt with every water change.
When you change his water make sure that the new water is as close in temperature as his old water was.
Feed him once a day, and only enough food he can eat in about 30 seconds. What he doesn't eat will sink and rot.

Cloudy eyes is result of high ammonia usually. You need to change all of the water every 4 to 6 days not just part of it. Add a teaspoon of aquarium salt. Don't salt when fish is not sick.
