Yes because the word "mafia" is just a reference. And as it's Parental Guidance, if a child were to ask "what's that mean?" I'm sure the parent would be able to find a simple way to tell them. Even a mafia of sorts is ok in the movie, it just depends upon how much violence there actually is.

I believe "Analyze This" and "Analyze That" starring Billy Crystal and Robert DeNiro were rated PG, and they both had a significant amount of mafia-related violence in them.

Sure there have been mobsters in G and PG movies. Three that I can name off the top are "Diamonds Are Forever" (James Bond movie), "Robin And The Seven Hoods" (Frank Sinatra, Bing Crosby, & several big names) and "They Call Me Bruce?" The movie "Oscar" (starring Sylvester Stallone) is probably the most recent PG movie to feature the mafia.

Granted the mafia are usually the comedic/bumbling bad guys in such films; but there are dozens of other movies where they are portrayed as a serious threat (example: "White Heat" and "Scarface" both made back in the 1930's and 40's, before the current rating system).

The word "Mafia" was generally discouraged, instead the generic "Mobsters" was used because you had more than just the Italian mobs back in the 30's. There were Irish and Jewish crime syndicates that needed to be considered. Currently, it is the Russian mobs that get casted as the bad guys ("Blues Brothers 2000" was PG-13). That's okay, television made Tony Saprano a householde icon of the mafia.
