There were only 2 places I could find in Las Vegas that would have something the children that age would care about. These are not places to dump the kids while you go party. You will have to take part with them.
The discovery mu seam is one place that actually has something a 2 year old can take interest in.

Walk along the strip. That's pretty much it. When a coworker whose husband was being transferred to Nellis went with her then 2-year old to house hunt, that was ALL he wanted to do. The noise in casinos upset him, he was too little for the arcades and most of the rides at Circus Circus, and none of the free shows or other attractions (like the Secret Garden at Mirage) interested him for longer than 5 minutes. He didn't want to go to the pool. So, they walked up and down the Strip... All day... Every day.

The Lied Discovery Children's Museum (mentioned above) is pretty good but you don't need to spend money to amuse a 2 year old - best bet is to take him/her to one of the fabulous parks located throughout the city. There are a lot of them with educational games and discovery areas designed to thrill small children.
I don't know the exact locations of all of them, but I've been to the one in Alliante and it's fabulous. Check with the Parks & Recreation web site or call them for locations.

Hit the slots!!!!
No just kidding. Try going to the waterpark here, called Wet and Wild. It should be tons of fun for him/her. Theres also the Adventuredome at Circus Circus. it's like a theme park, that should also be fun. it has a log ride, rock climbing, a spongebob 3d movie thing, and tons of rides geared towards younger kids. Buy a wristband there, it's worth it.

I wouldn't take a kid to Vegas at all. It's not the cleanest place in the world. If you want a fun place for your kid, take them to Disney Land. Adults can have fun there too.
