Today was a very sunny day in NYC and as I was driving I saw the moon clear in the sky, so I wonder is the moon there all the time, but we don't see it because of clouds? and if so, is it making the sky more bright? Or is it just the Sun?

The moon rises and sets, just like the sun. So sometimes it is "up," and you can see it (if there are no clouds); other times it's "down" and you can't see it. (But people on the other side of the world can see it then).

But unlike the sun, the moon doesn't always rise in the morning and set in the evening. Some days the moon rises in the morning, some days it rises in the afternoon, and some days it rises in the evening. So if you want to know if you can go out and see it at any particular time, it all depends on when the moon is rising and setting on that day.

The moon is not always above the horizon in NYC but when it is above the horizon you can only see it if it's night time or during the day under certain circumstances as you saw it today.

The moon won't affect the brightness much as it's only reflecting a small amount of sun. The direct sun is much brighter.

In NYC, the Moon is up about half the time, just like the Sun. Sometimes it is up during the day; other times, it is out at night.

It produces so little light compared to the Sun that days when the Moon is up aren't any brighter.

Yes it's a permanent fixture as it's the natural satellite of Earth.
It can't always be seen because it's out of line of sight somewhere else around the earth.
