You're confusing Hardness and Strength. Diamonds are very hard, meaning they can scratch just about any other material, and most other materials can't scratch them.
However, diamond is extremely brittle. This makes it very poor at absorbing energy. If you shot a lead bullet at block of diamond, the bullet would get flattened a bit, but the diamond would shatter into thousands of pieces.
Likewise, if you fired a diamond bullet at a lead target, the diamond would explode into thousands of fragments, and the lead block would sustain a small dent.
When it comes to absorbing the energy of a bullet, you actually want something that is capable of giving (stretching) without breaking. That's where the Kevlar vests come in. The Kevlar fibers can stretch, slowing down the bullet over some distance, without snapping completely.

No. In fact, it would not stop very many bullets, if any, at all. Diamond is hard, but it is also brittle. Have you considered that a diamond cutter just puts a metal blade in the right spot and strikes it with a mallet to "cut" the diamond? He isn't cutting it, he is making it split naturally. Diamond will shatter when struck so a bullet would pulverize it. Even a .22 would cause some damage to your block. Depending on how thick it was made would determine which type of bullets it might stop, but not very many and not for long as it would soon shatter.

A shield sould be tough like jadite, not hard like a diamond.
Toughness is the ability to not to get your bones broken. So who spends more time with his bones in a cast; the big bully on the weight lifting team who's always picking fights, or the little track star who runs away when he can't make friends? Who's really the toughest kid in your school?
