An old British expression, from the days of wet nurses. If the wet nurse dried up, the poor baby had no recourse and was said to be "left sucking the mop".

To be sucked in, like a sponge does water, you're the water (the said sucker) and the sponge or mop is the one who sucks you in, the suckee so to speak.
