Why did the WMO chose the 30 years between 1961-1990 as the Climate Normal Period?
Was there are particular reason, such as the spatial coverage of data being better for that time period? Or was it just arbitrary?

Also, did the Climate Normal Period 'flip' to 1971-2000 when we entered the 21st century?

It doesn't state exactly why WMO chose to do an average over 30 years but I could infer that it is because it is a long enough period of time to do an average in temprature, precetitation etc.
