The car will have the dome light on, the radio on, and everything seems normal when I have the key turned to ACC, but when I turn the key to ON.. everything shuts off, and it won't turn over to start. When I take the key out of the ignition, the car will make a ticking noise for about 30 seconds in the hood... seems to be located around the fuse box. At the same time of the ticking noise, my dome light will dim and flicker for about 30 seconds also. Does anyone have any idea what my problem might be?

Sounds like a solenoid or starter relay.

Test the battery as well, just to be sure.

your battery is discharged. replace or recharge your battery. It has enough juice to keep the lights on but not enough to start your vehicle. and eventually it won't have power to do anything.

You have a bad connection at the battery, or your battery is almost dead.
