A friend of mine wants to know if there is a way to receive assistance to help fix up his home. After he pays his mortgage loan and utilities, he doesn't have enough money to set aside to fix up his home. Are there places to find out if there are grants or programs to help first time homeowners fix up there home ?

go to www.hud.gov , SOmetimes different states have a program like this and different townships do too. I know in the town i live in. if you are in city district, if you are a cop, teacher and something else you can get 50% off your house. the city will give it back. There are so many different things.

Not really. He could seek assistance from contractors and suppliers, maybe do odd jobs in exchange for products or services.
