It does this when in use and when idle. Any suggestions on what the problem could be? I have a wireless optical mouse by logitech, ive had it for a while, but it works fine on my laptop, but not desktop.

Try putting in a new battery.

If yo use windows xp try going to the control panel and click on "printers and other hardware" the click on "mouse" and check that everything is properly configured there.
Try lowerinf pointer speed and uncheck "use pointer shadow" or something like that in the pointer tab.
