You need to format that thing first. Right click My Computer, click Manage. Under Storage, select Disk Management. On the right side of the new window, right click your external drive. Select Format.

Worked flawlessly last week on my new external HDD.

If running an XP or Vista system when the hard drive is plugged in it should show up in explorer or My Computer. To use it most need to be formatted. That option is available by right clicking.
Through My Computer or Windows Explorer you can drag and drop anything you want. If there are usable programs, in most cases you will have to transfer the load files, uninstall existing program through Control Panel and them reinstall them from the external drive. Sometimes if you remove the program from the C or D drive, when you click on it in the Program Menu, it will give a notice of not found. You can the allow it to search or redirect manually to the new location.
