I think you plan to keep the clowns and cichlids in separate tanks.

A 90 liter is about 23 US gallons, and that will be enough for a pair of clowns, or one clown and up to two other small fish. Clowns tend to be territorial, especially if they lay eggs in the tank, you I'd be cautious trying to keep another fish with a pair of them. And if you keep a pair, I'd add both at the same time to prevent the first from getting territorial with the second.

Some fish that you could keep with them are gobies, blennies, cardinalfish, firefish, smaller hawkfish like the long-nose hawk, or bicolor pseudochromis (royal gramma).

First off if your salt water tank is not up and running you cannot add salt water fish. Cycling a salt water tank is not the same as a fresh water. It will take 6 weeks to cycle. Live rock will speed the process somewhat but no fish can be in the tank. Also, clowns are damsels and can be added once the water quality has leveled out. Tangs however cannot be added until it is mature around 6 months to a year.

Your 90 litre is fine for clowns however would be a bit tight for clowns and a tang. Start with the clowns. Once you have them going look around at the other fish. DO NOT BUY on impulse. Research each fish you find to ensure your clowns will get along with the new addition. I've kept small puffers with clowns as well as small triggers. Clowns are agressive so the fish you need to look for needs to be hearty and somewhat agressive as well.

well it is hard for me to answer your question because i am not sure what it is. If you are asking opinions on whether to keep chiclids or to go for saltwater, this depends on what amount of money and time you are willing to put into your tank. Also you mentioned that your tank was small, this could be a problem for saltwater most people think smaller is better in saltwater that is not true you need to have a 55 gallon or larger as a beginner in my opinion. If you are used to taking care of chiclids then you will be in for a shock when going to saltwater because chiclids are easy to care for. If i did not answer your question fill free to email me
