I woudn't call the color blue, but they will turn purple if there's too much ammonia in the water. Is this a fish that's being kept in a bowl or small tank? You may need to do more frequent water changes (every 2-3 days in an unfiltered bowl 1 gallon or less).

I have never saw a Betta's gills turn colors. Are the gills swollen? Is it having trouble breathing? If it is it has Gill disease and needs to be treated with Maracyn Two.

Is it possible that maybe you're just seeing them at a different angle when the betta flares his gills out?
