I'm going to school to be a daycare teacher and want to get some experience before I graduate but it seems no one is hiring in my area for people who don't have their degrees yet.

Daycares often hire assistants to help the teachers. Look for ads from daycare homes and offer to be a volunteer assistant. You won't get paid, but you will get experience.

You may not be able to, not with the new laws in place regarding education. But you could try a daycare at a gym. plus, you'll get a free membership...bonus! volunteer with nonprofits like girl scouts or PTO/A's in your area. anything to boost your resume'. good luck!
