unfortunatley i had a CPR class that was a p.e. requirement that I attended for the first part of the quarter and then got in a car accident and had no transportaton.... this resulted in me getting a V grade for the course ... or 'vanished' , it also caused me to loose any remaining financial aid i had with that school....... i want to go to another community college in a differnet county for culinary arts.... because i lost the financial aid at my other school.... will it affect me in any way when applying at the new school???

It probably will. They will ask you for a transcript from other schools you went to. If you just don't tell them you went to another school, perhaps they won't find out. But your lack of responsibility and your inability to follow a plan through to completion probably will affect you.
Did you talk with your school about being in an accident? Did you try to figure out another way to get transportation? Did you make any attempt to complete the class?

It will affect you at the other school. However, there is usualy an appeals process that you can go through with the new school, and that will give you the opportunity to explain your circumstances. Contact the financial aid department at the school you are going to go to and ask them about it.

In many colleges, it would be an issue, but often community colleges are more forgiving. Give it a try and be ready to discuss the situation.
