The length of the semicircle is pi*r
The perimeter of the rest of the window is 2r+2r, where 2r is the length of the window and r is the width.
Thus the total perimeter is pi*r + 4r = r(pi + 4).

The part that confuses is the width of the rectangle. One would think that it should be the length of the diameter of toe semicircle, but this is impossible as then we would have r = 2r ,or 2 =1. Therefore, it must be that 2r is the width and r is the height of the rectangle.

If r is the width of the rectangle, and h is its height, then the perimeter of the window is the sum of:
(a) half the circumference of a circle of radius r
(b) the width of the rectangle
(c) twice the height of the rectangle.
These values are, respectively:
(a) pi*r
(b) r
(c) 2h
Adding these together gives:
pi*r + r + h
= (pi + 1)r + 2h.
If I have interpreted your description correctly, the semicircular part of the window is twice as wide as the rectangle.

Just add the sides together and find the circumference of the semicircle.

2L + r + pi*r(1/2)

L = length of two rectangle sides
r = width of one end of rectangle and diameter of semicircle
pi = 3.14
