What is Draft Year

im mainly looking for what a draft year is because i have a list of treaties and laws and i have to know specific things such as the amendment years, whether its national or international. I know what all the other things mean, but i have no clue what draft year is?? I just need a simple explanation on what that is.

When legislators and politicians create laws and treaties, it's (in some ways)like an author writing a book, or like you doing a school report. You make a rough outline (or DRAFT), then as you gather more info, or adjust the wording of some ideas and concepts, or come up with more supporting arguments, whatever, then you make various revisions. Eventually, you come up with a final DRAFT.
When it come to laws and treaties, these revisions can take anywhere from months to years to finalize. The year in which it is decided that no further changes will be made is the DRAFT year, or when the final presentation of the law or treaty is made to the enacting or signing authorities. Then, whenever it happens, the law is passed and enacted, or the treaty is approved and signed by the parties involved.

The US has drawn up so many enviornmental drafts it would be hard to list them. It would be even harder to see one in action.
