A yacht is defined as any pleasure vessel.
Length doesn't have as much to do with it as it's purpose, pleasure or commercial.

If, it look like a Yacht, then it is probably a yacht. If, it a 50 foot fishing Trawler it a fishing boat and not a yacht.
