the area is about 4 inches, and I would like to go to Walmart or an auto parts store to buy the items, please give me the name and a good description of what I will need, plus, I need step by step instructions how to remove the rust, something simple please...Thanks !

SVoMan is talking about sandpaper grit the bigger the number them finer the grit
the finer the grit the smoother the surface being sanded will be.
You want to start out with a rough grit to get most of the rust off then gradually work your way to the finer grits to get the remaining rust and to smooth out the scratches left by the sand paper

once all the rust is removed wash the area to remove anr debris left from the sanding then paint.

What Svoman means is start using a 220 grit sandpaper and work up to a 1000 grit in steps. You need wet/dry sandpaper, which means it can be used either wet or dry. Your best source will be a proper hardware store or an auto parts store. I doubt Walmart will have the expertise to give you advise. I'm not sure what grit numbers exist between 220 and 1000 so that is why you need a knowledgeable sales person.

Not for undercoating - It is applied over any surface. The cost has been slowly going up as the petroleum based product gets more expensive, so call a couple of shops & see.
