Beauty is in the eye of the beholder. they are both extremely gorgeous women and it all boils down to personal preference if one were to choose between them. Beyonce has larger thighs, men who like that may opt for her. Shakira comes with detachable hips, which some men might find is an asset. so pick and choose.

They have about the same look/style when you think of it, so that would make them both hot, but i'd personally go for Shakira. I think Christina Aguilera's the hottest,though.
