How can you tell if a bug is female or male? And why are lady bugs called lady bugs , aren't they both genders?

Lady bugs are just called so, of course there are male and female ladybugs.
In many insects, telling the sexes apart is quite hard. Take the common housefly for example, they look so similar that you have to open up the insect and look inside to determine sex (btw - living things have a sex, words have a gender). Alternatively, you may put several together and then wait until they mate ;)
In locusts, for example, it is generally easier, the females have a long ovipostor and the males don't.

There are indeed male and female ladybugs. They are called "Lady" bugs or "Lady" beetles because, in response to farmers' prayers to Our Lady Mary, the beetles came and saved the crops from pests.
Also, ladybugs are sometimes called ladybirds. A lady bird, in medieval times, was a small and pretty falcon used by women to hunt for recreation; the larger falcons flown more often by men captured game for the dinner table. A lady bird probably just caught mice and small birds.
