When driving, sometimes at different speeds or while braking, the steering wheel starts to shimmy and shake. Does this have to do with brakes, worn tires, alignment, or something else? It is a 2005 Honda Civic and only has about 25,000 miles on it. Any suggestions on where to start to avoid paying someone else to tell me what is going on?

It is not a matter of being cheap. It is a matter of not trusting mechanics, they are known to rake people over the coals or leading people on to doing a more expensive job. Do you make a habit of insulting people while working on their cars Master Mechanic?

id try having the tires checked and see if they are out of balance first, that's the cheapest and most common thing that happens to them, while they have it on the rack changing and balancing the tires ask then to look and see if it needs anything else done with it,most places will check these things free of charge, good luck on it hope this helps.,,PS while your at it when they are checking all of this, have them look at the rotors on the car, they may have a slight warp in them, and that will cause what its doing also, good luck with it.

I would rotate the tires front to back and see if the vibration goes away. You may have a tire that has lost a wheel balance weight. You can also have a tire with a defect like a broken belt. You may have also picked up a nail or a bolt in one of the tires.

I would start by having the alignment checked, and if that dosent cover it then i would have your berings checked out but i am pretty sure you have sealed berings so you are probably just going to have to get them replaced. You could also get the CV boots and Axles checked out, but for only having 25000 miles this is unlikely. Also if you are noticing "funny" tire wear it is more than likely out of alignment, if your tire wear is normal then it is your berings.

if you have not balanced and rotated the tires i would try that first it is low cost and most likely will fix your prob
look at the tires if they are worn unevenly your alinment is probly off
if the brakes are faulty you should feel it only when applying brakes

Its probably your tires. It sounds like they might be out of balance. Take it to Discount Tire or Walmart or local shop and have them rotate and balance for you. This should work!
