If you have a Windows 98 Upgrade CD you need to install a copy of an earlier version of Windows, and then run the upgrade from that.

If you have a regular Windows 98 install CD, then you need to boot from it, not launch the setup application from inside Linux.

The others are right - if you only have the upgrade CD, you'll need to get a Windows 95 CD. Sign up for your local Freecycle ( http://freecycle.org/ ) and ask for it through there.

If there are problems with Ubuntu (I use it too) put your questions in the Ubuntu forums ( http://ubuntuforums.org/ ) - there are a lot of people in there more than willing to help!

Example: I didn't like the orange when I first got Ubuntu, so I changed the theme - System > Preferences > Themes.
Try the "IndustrialTango".
