Maslow meant that self-actualized people do not require other people to validate positive feelings about themselves and that they see the value in performing good works for the sake of doing good and helping others. It is akin to the Buddhist idea of Bodhisattva.
A person may not always act self-actualized, because we are only human, but we strive for the betterment of humanity and see that we rise to the top when we all rise to the top, however the top is defined.
