Supreme Executive Authority should always be checked. First against the Supreme Legislative Authority, then The Supreme Judiciary. When these three have aligned their collective intents to the point that those they are allegedly obliged to protect are being mislead and misrepresented, then the Supreme Plebescite or the Masses have a responsibility to themselves to Correct the Supreme Authority by any means which will convey the seriousness of their intent, relative to their Future Safety and Well Being.

So, ultimately, it is to be derived from The Masses: By Any means Neccessary.

uh, here in america we use the constitution as a legal basis for defining govt.
